Elections – Important Reminders
Although the election season is a fast paced period of time, the Funding team wishes to remind you that all the rules and procedures still apply. Your Board must approve all election related expenses prior to any payment being requested from the Department or prior to the use of the Purchasing Card. Work with your Independent Election Administrators (IEA) to plan ahead and agendize the list of expenses that will be necessary. Work with your Neighborhood Empowerment Analyst (NEA) to strategize and ensure compliance with established procedures. And lastly, contact the Funding Unit to get clarification if you have any questions on how to properly access the funds from your account. We will work hard to get your questions answered in a timely fashion,
***IMPORTANT*** Monthly Expenditure Reports for July 2013 – January 2014
Treasurers and Signers! Please ensure that your Neighborhood Council has submitted approved monthly expenditure reports for July 2013 through January 2014. The implementation of the NC Checking Account system is just around the corner and you need to have these reports submitted to our Department in order to be granted access to a checking account. In addition to this, the Department will be sending out notifications to all Neighborhood Councils that have outstanding reports for July 2013 – December 2013. If you have two (2) or more outstanding monthly reconciliation reports, your funds may be frozen. Please don’t let that happen!
Work with your Boards to review and approve all of your monthly expenditures (Demand Warrants, P-Cards, Auto-Deducts). The monthly report is available on our website and should list all expenditures made for the month, including Demand Warrants, NPG’s, and Auto-Deducts paid out, as well as all P-Card transactions. The completed report should be presented to your Board at your regular meeting, and once approved, forwarded to the Department with the relevant documentation. Although you may scan and either fax or email a copy to meet the deadline, the Department will not consider your submission complete until the original documentation (original invoices, receipts, etc.) is received by the Department.

The Funding Team is happy to welcome two new part-time accounting clerks to the Department. Diane Liang and Jessica Pua will be assisting in the review and initial processing of the NC Monthly Expenditure Report submissions. Their work will be integral to maintaining a good workflow and monitoring of expenses as we transition to the checking account system. Please help us in welcoming them to the Department.

Demand Warrants and Auto-Deducts
Until the NC Checking Account is implemented, you may submit demand warrants to the Department for processing and payment. In addition, if you had vendors set-up to be paid via the Auto-Deduct process, the Funding Unit will continue to pay these routine operational expenses directly and notify you of charges via the Check Tracker(click here). To date for this fiscal year, we have received 864 Auto Deducts and Demand Warrants.
Online NC Checking Account Training in 3 Simple Steps!
As of September 1, 2013, if you have not taken the NC Checking Account Funding Training and your Ethics Training is not up to date, you are ineligible to vote or make or second motions on any funding matters brought before your Board! Make sure you get into compliance with this requirement right away.

Step 1 – Open the pdf or Slideshare version of the PowerPoint Presentation.
Step 2 – Click on the YouTube link of the video presentation. Follow along with the audio as you navigate the PowerPoint presentation.
Step 3 – When you have completed your portion of the training (either the General Overview for Board Members, or the Treasurer and Signer sections, click on the link in the PowerPoint, and it will guide you to the registration form.
Step 4 – Complete the registration form and submit. That’s it! You’re done!
All NC Board Members must take the first 20 minutes of the training by September 1, 2013 in order to be eligible to vote or make or second motions on funding matters. Treasurers and Signers must take the full training.
Once you see your name has been added to our website with the relevant dates that you took the training(s), you are able to once again vote on funding matters.
